The Food and Agriculture Organization (FAO) of the United Nations, in cooperation with the plant science industry and other international organizations, including NGOs, developed a voluntary code of conduct 'The international code of conduct on the distribution and use of pesticides' to provide a standard for pesticide activities until countries have developed adequate national regulatory infrastructures for pesticides.

Preface. The International Code of Conduct on the Distribution and Use of Pesticides was one of the first voluntary Codes of Conduct in support of increased food security, while at the same time protecting human health and the environment. It was adopted in 1985 by the FAO Conference at its Twenty-third Session, and was subsequently amended to include provisions for the Prior Informed Consent (PIC) procedure at the Twenty-fifth Session of the FAO Conference in 1989.

The manual provides the standard process, unified requirements and
procedures, harmonised definitions and nomenclature, technical guidelines and
standards applicable to pesticides for use in agriculture and public health. FAO/WHO
specifications for pesticides based on this manual are developed through the
FAO/WHO Joint Meeting on Pesticide Specifications (JMPS).
